Dear Karl,
here is one of the documents we produced before to remind ourselves of the format of a content.htm

http://www.vibrantelectroniccourse.com/lms_docs/content-sample.htm
The content.htm defines the content and structure of the course. Then, when you add a new course in the LMS, you enter the path to the folder containing the content.htm file and and a new course is created containing all the resources (=readings) and quizzes listed in content.htm

Here's what the notes on the "Create a new course" page fomr the LMS say

If you enter a path to a "Course files folder" in this box, the course sections and modules will be set up automatically. Any value entered below for "Number of topics" will be ignored.
Furthermore, if this folder contains a file called "content.htm", any values entered below for "Full name", "Short name", "Summary", "Study points" and will be overridden by those in "content.htm"
Therefore, if you have already set up "content.htm" and the course files in the course folder, you need only enter the path to the folder here and the course will be set up for automatically for you.

hope that helps. If you let me know in more detail what readings and quizzes you want to put in your new course, I will try to give more detailed instructions.
